North Carolina Legislative Journals

These journals, kept during sessions of the General Assembly, document the day-to-day business of the Senate and House of Representatives (known as the House of Commons until 1868) and offer a wealth of detailed information for North Carolina historians and genealogists.

Why use the Legislative Journals?

In addition to session procedures and the names, counties of residence, and votes of each legislator, many of the journals contain governors’ messages, petitions by citizens, tributes to deceased legislators, names of House and Senate pages, names of prayer leaders, and other items of interest.

The journals include bills introduced and voted on by legislators and give us a better idea of how previous generations of North Carolinians understood and dealt with the issues of their day. Also, while not a complete word by word account, the journals can be useful in constructing a bill history. Content includes the number of the bill, the date introduced, the name of the sponsor, the standing committee to which the bill was assigned, roll call votes on the bill and whether the bill was amended or a committee substitute was introduced.
